Belarus 5370 starting problems

I was cut hay with my Belarus 5370 when i noticed the voltage was way to high. Up over 16, probably running off 24. Then all gauges quit working and cab started stinking up with electrical smell. So shut tractor down, checked dash, was a burnt plug inside. Fixed that but now can't get any power to the dash or to start tractor. Theres power to starter but not enuf to start with screw driver. What do i need to do to get this tractor running again?

This morning I go to start my tractor and all it does is click. Checked batteries there fine. Cleaned connections no difference. Clicking is coming from the box between the batteries that i believe send 24v to starter. Not sure what to be looking for to get tractor started if someone with more knowledge could lend me some.
