Yeah it is good to replace to the old or broken parts. If you don;t know then you can also use the Repairing and Servicing Manuals for this purpose.

There are valves in the pre-pump, they may be dirty or damaged.
You must check if there is any damage to the gaskets and hoses.
If you need, I have a lot of new parts to bielrus 250

Being that old who knows.... there could be cracked leaky lines or seals in the injection pump or primer pump that are tired.  Can you see anything visibly leaking?   As for the transfer/lift pump (if it has one) hand primer pump  etc. you can buy them whole or kits to rebuild them pretty much any where be it from a MTZ/Belarus dealer, multiple parts places  online or even the guy on ebay that ships from the Ukraine.

1984 250as @ 500 hrs has developed a fuel issue over time. When used weekly, it starts right up. After a few months it requires lengthy cranking before fuel gets to the cylinders and it starts. I guess I could prime it every time but I would rather fix it. Is rebuilding the fuel pump and primer with the kits online the way to go? Or do I have a more serious problem?
