Okay so how did you get it set at 2300 psi??  Was that with the tractor a full Rpm or something?  Typically a hyd. system (depending on design) requires higher rpms to develop max pressure.  The older and more worn the pump and related parts get the more noticeable it is.  Also the viscosity of the oil is makes a difference too. As it probably has good pressure when the oil is cold.

I cleaned flow control valve, pressure relief valve and set pressure to 2300psi. I noticed that unless I rev  up the engine to almost full rpms  I can't get the pressure on gauge to go above 800psi. Is this normal on these tractors. I bought the tractor recently and it came with this problem
