825 cold start - Flame Starter/Glow Plug

Does anyone know the secret to get these things to function?  I've had mine off a few times, checked it over, tried it on the bench and it works.  It gets hot and fuel will drip down onto the heater element and smoke.  But it doesn't make any flame.

I tested on the tractor too, it's drawing current when the switch is applied and when the starter cranks it supplies power to the smaller gauge wire which allows fuel to drip onto the element. 
I figured they work or don't and burn out???  Or do they get weak/tired and don't get hot enough to make a flame. 

Many tractor brands use this same system and same sort of glow plug/ thermo start plug that heats up/burns diesel in the intake manifold. My other tractor has one and it works real good. I don't expect it to start when its -20c with not being plugged in.  I plug it in always when its cold out but when its between +5c and -5c it would be handy if the thing worked.
