Did the tractor crank over before you worked on the batteries?

Hello all  I have a Belarus 572  It came with the farm when I bought it 2 years ago. It has not been very well cared for. I have been replacing parts when I could afford to. It sat all winter I recently replaced a tire and the coolant hoses and a bad hydraulic hose.. I disconnected the batteries to recharge them and now it will not turn over.  Both batteries have about 12.6v and about the same on the starter.. should there be 24v at the starter? I have been reading what I could find online about it. I have seen it could be the shunt fuse at the 12v to 24v convertor box but not sure where they should be. there are 2 spares in the cover. There are 2 short wires connected on the box with about the same distance of the size of the fuses. I have battery voltage from the center terminal on the ignition switch to 1 of the the other terminals. Normally after engaging the battery lockout switch and turning the key to on the fuel gauge comes on then with key in start position  and the shifter in its sweet spot it will start. Not sure where to look next anyone have any ideas?
