MTZ Tractors - Old Models (Belarus) / Starting Question

Hi, I have a 1958 or 1974 Belarus 250 or T25A... just bought it last week.
It started and ran fine when I brought it home, but when we tried to shut it down it had a hard time to turn off.  I think it is just the fuel lever that was binding and would not fully disengage.  Problem is it is inside the garage that is attached to the house (while I work on it) and it stinks up the house within seconds.  Because of that I am a little apprehensive about starting it for the first time alone.

I went through the T25A manual, and it says to fully engage the throttle, open the decompressor, and press the gas pedal fully, crank for 3-5 seconds and lower the decompressor until it starts.

I tried at 1/4 throttle with no gas pedal, sounded like it wanted to start but didn't.  Stupid question, what does the gas pedal do versus the lever on the column?  Looks like the same thing to me, gas pedal to maybe rev the motor when lifting the loader... does it really need full throttle and full pedal to start?

Hello Everyone,

I have been looking for a tractor since last fall, something I could use on my 7.5 acre lot of deforested land in upper New York state.
There are many big rocks and logs, debris from the deforestation that I would like to clean up.  I am only there a few weekends per year so I was looking for a budget friendly option, and this tractor can to me and I took a chance and bought it.

It was being advertised as a 1958 Belarus.  It "might" be a 250 but I am really not sure.  What indications would there be to know what model it is?  There are two shift levers for the transmission and I am having a heck of a time trying to figure out which does what.  Any assistance would be much appreciated.

One tag on it shows 31 HP SAE if that helps any, with a picture below.
